Planning for the Future: Sustainable Growth & Innovation at Yellowknife Airport 

At Yellowknife Airport (YZF), we are always looking to the future – anticipating infrastructure demands, collaborating with partners and stakeholders to align with their visions and needs, and strategically planning upgrades, improvements, and expansions for maximum efficiency, streamlined spaces, and modern conveniences. 

As a part of our long-term development strategy, we are ensuring YZF continues to meet the needs of passengers, airlines, business and industry well into the future. The Gateway Strategic Plan sets business goals and performance metrics over a 10-year period. It focuses on operational excellence, customer experience, and financial sustainability.

This comprehensive plan considers factors such as air traffic growth, facility enhancement, and technological advancements to maintain a safe, efficient, and modern airport.

Finally, our ongoing projects and planning initiatives serve as the driving force behind bringing these plans to life. 

As air travel evolves, so do we. Whether it’s integrating new technologies, enhancing sustainability initiatives, or expanding services, YZF remains committed to continuous improvement. Our goal is to strengthen our role as the primary aviation gateway to the North while delivering an exceptional experience for travellers, business, and stakeholders alike.  

YZF Gateway Strategy

In early 2024, YZF launched the Gateway Strategy Project to reinforce and strengthen the airport's critical role in supporting the development of Canada's North. The strategy was designed to establish a long-term vision for airport sustainability, infrastructure investment, economic development, partnership and collaboration, and transportation connectivity throughout the Northwest Territories and beyond.

The project was guided by three primary objectives:

  • Understanding and quantifying the economic, social, and transportation value that YZF contributes to the Northwest Territories and Canada.
  • Strengthening relationships with government, industry, Indigenous governments, Indigenous organizations, airlines, and other stakeholders through economic impact analysis, capital planning, and collaborative engagement.
  • Identifying long-term development opportunities to support future aviation activity, economic growth, community needs, defence initiatives, and northern transportation requirements. 

Phase I – Value & Awareness & Economic Impact (Complete)

Phase I focused on establishing a comprehensive understanding of YZF's current role and future potential. This work included:

  • Economic impact analysis demonstrating YZF's contribution to regional and national economies.
  • Stakeholder and partner engagement to identify opportunities, priorities, and challenges.
  • Assessment of the airport's strategic importance to northern transportation networks and community connectivity.
  • Development of a long-term vision to support sustainable growth and investment.
  • Identification of infrastructure, operational, and development opportunities to support future demand. 

Phase II - Capital Planning and Land Use Strategy (Complete)

Phase II advanced the strategic planning process through detailed capital and land development planning.

Key deliverables included:

Capital Improvement Program (CIP)

  • Development of detailed project summaries for priority projects included in the five-year Capital Improvement Program.
  • Preparation of Class D cost estimates to support future infrastructure planning and funding discussions.
  • Development of a detailed two-year project implementation schedule.
  • Identification and prioritization of infrastructure investments required to support airport operations, safety, growth, and passenger experience.

Land Use Plan

A comprehensive Land Use Plan was developed to guide future airport development while balancing operational, economic, environmental, and community priorities. Planning considerations included:

  • Supporting northern defence and sovereignty-related development opportunities.
  • Prioritizing current and future airfield requirements.
  • Coordinating airport and community development objectives.
  • Optimizing the future Air Terminal Building (ATB) location.
  • Supporting tenant and commercial development requirements.
  • Environmental stewardship and sustainability considerations.
  • Long-term financial sustainability.
  • Maximizing development and investment opportunities on airport lands.

Financial Strategy

Phase II also included the development of a financial plan supporting implementation of the Capital Improvement Program, including:

  • Evaluation of potential funding sources.
  • Assessment of project funding requirements.
  • Development of long-term financial strategies to support infrastructure investments and airport growth. 

Next Steps - Phase III

With Phases I and II complete, YZF is well positioned to transition from strategic planning toward implementation and investment readiness.

Phase III could include:

  • Further refinement of the Land Use Plan, including:
    o    Air Terminal Building (ATB) location and development considerations.
    o    Utility and servicing requirements for priority development areas.
    o    Integration with planned airfield infrastructure improvements, including runway extension and taxiway development.
  • Preparation of YZF Land Use Planning Guidelines to support orderly, sustainable, and investment-ready development.
  • Development of a refined funding and implementation strategy to support priority infrastructure and land development opportunities.
  • Updated demand forecasting to assess future aviation activity, passenger growth, cargo requirements, and commercial development potential.
  • Market demand analysis and industry updates, including opportunities arising from northern transportation, defence investments, Arctic initiatives, and economic development opportunities.
  • Continued federal engagement and advocacy, building on ongoing ministerial site tours and discussions related to northern connectivity, Arctic sovereignty, and airport infrastructure funding opportunities.
  • Ongoing coordination with NNBI/DND project planning to ensure land development and infrastructure initiatives remain aligned with future airside and terminal development requirements.

Looking Ahead

Phase III will build upon the foundational work completed through the Gateway Strategy by advancing implementation planning, strengthening investment readiness, and positioning YZF to support future growth. The work will help ensure YZF continues to serve as a vital transportation gateway, economic catalyst, and a strategic northern infrastructure asset for the Northwest Territories and Canada – strengthening connectivity, supporting economic opportunity, and as a critical partner in Canada’s Arctic sovereignty and security.
