Under the Canadian Aviation Security Regulations (CASRs 2012), YZF is mandated to establish and maintain an Restricted Area Identification Card (RAIC) program. The regulations require that all personnel entering restricted areas have the appropriate security arrangements and adhere to procedures to prevent or reduce unlawful interference with civil aviation and applicable Transport Canada security regulations.

Monday to Friday 8:30 am - 4:30 pm (Closed 12:00 pm - 1:00 pm)

Pass Control Process 

Employees who need a Transportation Security Clearance or Restricted Area Identity Card (RAIC) should follow these steps: 

All applications are completed through the Transportation Security Services (TSS) Portal. 

  1. Contact the company signing authority to create your TSS account. 
  2. Collect your required documents. 
  3. Complete the application on TSS, along with a signature from the company signing authority. 
  4. Once you have received your verification email, you can book your appointment. 
  5. Bring all of the documents you uploaded to your application. 

If you need a temporary pass, complete the RAIC application form signed by your signing authority. 

Book Your Appointment 

All appointments for the Pass Control Office should be booked ahead of time through our online system. For each appointment, you will receive a confirmation email and reminder emails that allow you to cancel or reschedule it if necessary. 

*Walk-ins are not available at this time

Who Needs to Book an Appointment with Pass Control? 

  • New applicants who do not hold any form of pass and require the right to, or have an ongoing need to, access the restricted area. 
  •  Any passholder exchanging a temporary pass or an RAIC. 
  •  Passholders renewing their Transportation Security Clearance. 
  •  Individuals requiring an Airside Vehicle Operator’s Permit (AVOP).  

Note: You will receive the terms and conditions document for RAICS or a temporary pass appointments. There is no need to print this document. You will sign it when you collect your RAIC. 

RAIC Transfer: Prior to booking your appointment, contact your signing authority to have your clearance transferred to YZF. Do not book an appointment until your transfer is complete. You will receive an email from the pass office advising you to book an appointment once the transfer is complete. 

Returning a RAIC?  You do not need an appointment. You can drop it off at the Administration office next to the pass office.

How to Prepare for Your Appointment 

  • Ensure that you have filled out the correct forms and documents. 
  • Ensure that your employer signing authority has signed all the required forms. 
  • Bring all forms and documents to your appointment. 
  • Be prepared to have your photo taken. 

Required Documents 

All applicants must submit the following for a security clearance. 

  • Application for Transportation Security Clearance (TSS portal). 
  • Yellowknife Airport RAIC Application (Paper).

  • Applicants who have spent time outside of Canada in the 5 years preceding the date of their application will be required to submit supporting out-of-country documents (OOC) with their application and also bring these documents to your appointment. Please visit the TSC application guidelines for more information.  

Lost or Stolen Passes or Keys 

Any person who has lost or had any of the following items stolen (RAIC or keys) is required to report it immediately to the Pass Control Office and complete this pdf form. (attach form here) 

Pass Control Forms

Any person who requires access to the restricted areas at the Yellowknife Airport must apply for a valid transportation security clearance (TSC). All required forms will be given to you by your employer's signing authority. 

NOTE: Sponsorship for a Restricted Area Identity Card does not constitute any guarantee that the applicant will receive the RAIC.
